Rafael Pacchiano Alamán

Partner | Environmental & Sustainability Consulting

A specialist in environmental policy, climate change, sustainability, and sustainable development, he brings a background that combines private-sector experience, public leadership, and strategic vision. He holds a degree in Industrial Engineering from the Tecnológico de Monterrey (ITESM) and completed diploma programs in Management and Climate Change at the Instituto Tecnológico Autónomo de México (ITAM). He began his professional career in the private sector, working with international companies such as Booz Allen Hamilton, Pfizer, and BMW.

From 2015 to 2018, he served as Secretary of Environment and Natural Resources (SEMARNAT), where he helped shape and implement national environmental and climate policy, as well as in various international cooperation and negotiation processes. During this period, he played a key role in representing Mexico in multilateral bodies and forums, including the negotiation and signing of the Paris Agreement.

Notable achievements during his tenure include the creation of Revillagigedo National Park—one of the world’s most important marine protected areas—and the strengthening of institutional capacities for natural resource protection and the enforcement of environmental legislation.

He later founded GAIA Consulting, a firm specializing in environmental strategy, corporate sustainability, climate change, the circular economy, and the energy transition. Through this firm, he advises companies and organizations on developing sustainability strategies and integrating environmental, social, and governance (ESG) criteria into their decision-making processes.

His experience in both the public and private sectors, combined with his involvement in environmental and climate issues at national and international levels, enables him to bring a strategic, multidisciplinary perspective to VSP on environmental, regulatory, sustainability, and business development matters.
